These 13 principles have been carefully crafted through months of dialogue with leading experts on technology, privacy, and human rights, and they establish clear, rights-respecting boundaries for governments engaged in communications surveillance. So far 300 organizations have already voiced their support, and now we need you to do the same.
 
People around the world are coming together to tell the United Nations, world leaders,

Today an international coalition of civil society organizations and digital rights advocates is launching an Action Center where individuals like you can show their support for the Principles. The launch of this Action Center coincides with today’s unanimous adoption of U.N. Resolution A/C.3/68/L.45 on the right to privacy in the digital age. This non-binding resolution reaffirms the importance of protecting privacy and free expression in the face of technological advancements and encroaching state power.

EL RACISMO EN LAS UNIVERSIDADES PERUANAS

-¡Provinciano ridículo! –exclamó una voz, seguida por un coro de carcajadas.
Uno de mis compañeros había dado una respuesta rebuscada a la pregunta del profesor y otro aprovechó para humillarlo públicamente. 
Treinta años han transcurrido desde este incidente, pero lo recuerdo como si fuera ayer.   Recuerdo también que una amiga cusqueña me comentó días después lo mal que se había sentido por esta frase, pero ni ella ni el profesor, ni nadie intervino, ni yo tampoco. 
Ahora que soy profesor y cuento esto a mis alumnos,  ellos me dicen que sería imposible que un incidente así se produjera en estos tiempos.   Sin embargo, cuando les pregunto si la discriminación existe en la Universidad, la mayoría me dicen que sí.   Lo mismo me indica la investigación que una alumna mía realizó en las Universidades de San Marcos, Agraria, Lima, San Marcos y San Martín.   En muchos casos, la discriminación no se expresa con acciones violentas u ofensivas, sino simplemente se trata de junto a quién se sienta uno, a quién le habla, con quién entabla amistad.   A veces, está tan internalizada que quien margina a otro por su color, ni siquiera es consciente de lo que está haciendo. In honor of the SOA victims: "No más! No more!"

BACKGROUND:  Below is a brief history of the annual vigil at the School of the Americas in Ft. Benning, GA  (Info taken from the School of the Americas Watch (SOAW) website:  www.soaw.orgAt various times in past years CCVIs, co-ministers and students from our institutions have participated in the annual vigil.

WHAT IS THE "SOA WATCH"?  SOA Watch is an independent organization that seeks to close the US Army School of the Americas (SOA), under whatever name it is called, through vigils and fasts, demonstrations and nonviolent protest, as well as media and legislative work.

WHY DID THE SOA WATCH BEGIN?  On November 16, 1989, six Jesuit priests, their co-worker and her teenage daughter were massacred in El Salvador. A U.S. Congressional Task Force reported that those responsible were trained at the U.S. Army School of the Americas (SOA) at Ft. Benning, Georgia.

In 1990 SOA Watch began in a tiny apartment outside the main gate of Ft. Benning by Fr. Roy Bourgeois. While starting with a small group, SOA Watch quickly drew upon the knowledge and experience of many in the U.S. who had worked with the people of Latin America in the 1970's and 80's.  Thus began the annual vigil at the School of the Americas on the weekend before Thanksgiving.

WHAT IS THE GOAL OF THE SOA WATCH?  Today, the SOA Watch movement is a large, diverse, grassroots movement rooted in solidarity with the people of Latin America. The goal of SOA Watch is to close the SOA and to change U.S. foreign policy in Latin America by educating the public, lobbying Congress and participating in creative, nonviolent resistance. The Pentagon has responded to the growing movement and Congress' near closure of the SOA with a PR campaign to give the SOA a new image. In an attempt to disassociate the school with its horrific past, the SOA was renamed the Western
Hemisphere Institute for Security Cooperation in January of 2001The name has changed, but the misión of the SOA remains the same.

Human Trafficking Trends in the U.S.

What is a far more potent greenhouse gas than carbon dioxide?

Much as carbon dioxide levels in the atmosphere contribute to global warming, there is another substance which is even more potent when it is released.  Presently there are trillions of tons of it embedded in a type of ice slurry in the Artic and in the seas around continental shelves from North America to Antarctica.  What is it?

Pope Francis: Money Must Serve, Not Rule

There has been an immediate and positive response, both in the press and in social media, to Pope Francis's recent pronouncement, Evangelii Gaudium - The Joy of the Gospel. 

Senator Bernie Sanders, an Independent in the U.S. Congress, posted on his website that "Francis broadens the definition of the commandment thou shalt not kill, by saying, 'today we also have to say thou shalt not to an economy of exclusion and inequality.  Such an economy kills.'  In striking terms he asked 'How can it be that it is not a news ítem when an elderly homeless person dies of exposure, but it is news when the stock market loses 2 points?'  He repeated his warning that 'Money must serve, not rule.'"

Gran pendiente, violencia laboral hacia las mexicanas

México, DF. A pesar de que existe una legislación para combatir la violencia contra las mujeres, en el ámbito laboral las mexicanas aún son discriminadas, acosadas sexualmente, reciben menor salario o son despedidas de forma injustificada debido a su apariencia física, su edad o porque están embarazadas.
Durante el foro “El combate a la violencia laboral: retos y buenas prácticas”, que se realizó en el marco del Día Internacional para la  Eliminación de la Violencia contra las Mujeres –que se conmemora el 25 de noviembre–, representantes del Poder Judicial explicaron que están tomando acciones para aminorar este flagelo en la administración pública. Buenas prácticas a la hora de informar sobre violencia contra la mujer

¡Hoy es el Día internacional contra la violencia a las mujeres! Porque las mujeres no nos cansamos ante la lucha por la justicia y dignidad!
 
A continuación, desgranamos una serie de buenas prácticas, basadas en las recomendaciones de la Comisión de Arbitraje, Quejas y Deontología de la FAPE.
- No caer en el sensacionalismo. Las noticias sobre violencia de género NO son noticias de sucesos y debe eliminarse en ellas todo rastro de sensacionalismo o amarillismo tanto en la redacción (escritura) como en los recursos gráficos, siendo tratadas con el máximo rigor posible.

- Tratar este tipo de informaciones como lo que son, una violación de los derechos humanos y un atentado contra la vida, la libertad y la dignidad de las personas.

- Incluir SIEMPRE, en cualquier noticia que aborde este tema, las vías de contacto y las formas recomendadas por organismos oficiales a través de las cuales las víctimas pueden denunciar su situación. Leer más

Mitos sobre la violencia contra la mujer

Las diferentes formas de violencia contra las mujeres tienen que seguir siendo denunciadas porque lamentablemente las cifras han aumentando, afirmó Martha Lucía Micher, presidenta de la Comisión de Igualdad de Género de la Cámara de Diputados en México.

En entrevista con Noticias MVS primera emisión, la legisladora dijo que es horrible hablar de cifras pero el Estado mexicano tiene la responsabilidad de dar seguridad a todos los individuos, principalmente en contra de la discriminación contra las mujeres.

“Necesitamos hablar de este tema, nos costó 30 años ponerlo en la mesa por personas que conocemos… antes el Estado decía que la violencia era un asunto privado y gracias a que los movimientos de mujeres levantaron la voz, se reconoció que es un asunto público para salvaguardar los derechos de las mujeres y niñas”, dijo. Las mujeres y sus incansables luchas

Tristeza, indignación y al mismo tiempo una gran fuerza de continuar luchando en contra  de todo tipo de violencia hacia las mujeres, ha desatado –en mí-  la reciente Campaña de la ONU Mujeres: “#womanshould”.  Una idea creativa que utiliza las búsquedas de Google  para ilustrar la prevalencia del sexismo y la discriminación contra las mujeres.

Y es que basta colocar en las búsquedas “las mujeres deberían” para que  Google exponga esos sentimientos negativos que van desde estereotipos (‘deberían venir con manual de instrucciones’) hasta la negación absoluta de los derechos de las mujeres (deberían ser esclavas’). Leer más

Aquí el relato del activismo de las mujeres cajamarquinas en defensa del  agua. "Cuando la protesta social en Cajamarca por la ejecución del megaproyecto “Minasconga”, devino en grandes manifestaciones públicas con la participación de miles de pobladores de la ciudad y otros venidos de las comunidades rurales cercanas y de otras provincias de la Región, fueron las mujeres con su experiencia de guardianas de la vida, las que asumieron la tarea de alimentarla y darle abrigo.

México: Continua violaciones a migrantes

El padre Alejandro Solalinde, defensor de los derechos de los migrantes, se pronunció por la conformación de un plan de desarrollo integral para este grupo de la población.
Al reunirse con la comunidad académica de la Universidad Iberoamericana lamentó que no exista voluntad política para atender a los grupos de personas que siguen buscando el sueño americano.

Justicia climatológica

Con la sombra de la devastación generada en Filipinas por el tifón Haiyan, la Organización de las Naciones Unidas inauguró este lunes la nueva Cumbre sobre el Cambio Climático (COP19) en Polonia, donde se hizo un llamado a los cerca de 200 países asistentes para acelerar las negociaciones y evitar las dramáticas consecuencias del calentamiento global.
 
"Ahora comenzamos a experimentar los efectos del cambio climático", advirtió la secretaria general de la Convención Marco de las Naciones Unidas sobre el Cambio Climático, Christiana Figueras, quien al igual que el resto de mandatarios y delegados tuvo palabras de recuerdo y solidaridad con el país asiático.

La delegada filipina en la COP 19, Yeb Sanõ, hizo un llamado a los países más desarrollados para pedir un compromiso decidido en el financiamiento de medidas contra el calentamiento global, y en apoyo de los damnificados por los desastres naturales.

Perú: Movimiento migratorio se cuadruplica en 10 años

Los movimientos migratorios en el Perú se incrementaron cuatro veces entre 2002 y 2012. Las cifras revelan un marcado aumento y señalan que este año se cerrará con más de 13 millones de entradas y salidas al país, informó la Superintendencia Nacional de Migraciones.

Edgar Reymundo Mercado, superintendente nacional de Migraciones, refirió que en 2002 el flujo migratorio en promedio ascendió a 3’400,000, mientras que al 2012 este se incrementó en 12’500,000. 

“Es decir, en 10 años el movimiento migratorio ha crecido cuatro veces más”, precisó e indicó que por ese motivo, junto al Registro Nacional de Identificación y Estado Civil (Reniec), se trabaja en la implementación de servicios informáticos modernos para efectuar un control migratorio más seguro en nuestro país.

México, con el tercer peor nivel salarial entre nueve países de AL

Los salarios reales de los trabajadores en México durante la primera mitad de 2013 crecieron menos de medio punto porcentual respecto a igual periodo del año pasado, lo que contrasta con el alza de entre un punto y 4.5 puntos porcentuales que registraron las percepciones de sus homólogos de Uruguay, Brasil, Colombia, Chile y Panamá, indican estadísticas de la Comisión Económica para América Latina y el Caribe (Cepal) y de la Organización Internacional del Trabajo (OIT).

Los 10 gobiernos más endeudados del mundo

El país más endeudado del mundo es Grecia, la antigua potencia. La deuda neta del gobierno general es del 173% de su PIB. Otras potencias históricas en el top 20 incluyen a Italia, Egipto, Portugal, España, Francia, Reino Unido, Japón y Estados Unidos.

REASONS TO OPPOSE THE SAFE ACT:
The Strengthen And Fortify Enforcement (SAFE) Act, HR 2278, would permit state and local law enforcement officers, untrained in federal immigration law, to issue an immigration hold and detain an individual indefinitely, potentially resulting in prolonged detention for U.S. citizens and lawfully permanent residents. The proposed detention policy calls for:
  • an increased number of detention facilities, 
  • an increase in the population to be detained (including all individuals awaiting a decision for removal) 
  • an increase in funding for state and local governments to detain individuals in local jails at a total cost of nearly $1 billion per year. 
Provisions in the SAFE Act would:
  • Criminalize religious leaders and houses of worship that provide humanitarian assistance to all persons regardless of their immigration status. 
  • Make it a crime to transport undocumented immigrants or to encourage or induce a person to reside in the United States if that person lacks immigration status. 
  • The penalties for engaging in any of these activities are steep, ranging from 3 to 20 years in prison.

Desde que aquí iniciamos nuestras oraciones personales y comunitarias para con todo el pueblo de Filipinas, especialmente en la Provincia de Leyte.

Las diversas políticas de Estado continúan discriminando a las comunidades campesinas

Aproximadamente cuatro millones y medio de personas —es decir, tres de cada cinco peruanos que viven en el campo— son comuneros, controlan 2.6 de cada 6 hectáreas de la superficie agropecuaria nacional y viven organizados en 6,277 comunidades campesinas que se encuentran en todo el Perú. 

Según el reciente censo agropecuario, manejan el 42.2% de superficie agropecuaria del país(2) y el 18.74% de todo el territorio nacional(3).
 
Sus tierras encierran posiblemente la gran parte de la biodiversidad andina, y son los comuneros quienes se encargan de mantenerla y desarrollarla. En sus tierras se originan las fuentes de agua que se utilizan para el consumo humano y como recurso indispensable para el desarrollo de modelo agroexportador vigente, y es en donde se encuentran los minerales que anhelan las empresas extractivas. Recientemente se ha lanzado una Campaña para recuperar la Memoria y Celebrar la Vida con dignidad y justicia. Aquí una nota sobre ello.
 
1.- Lo que se vivió en el Perú, desde los años ochenta hasta fines de los noventa, fue un infierno. Hoy es difícil de imaginar, a pesar de los cientos de conflictos que existen en el Perú, pues lo de aquella época fue brutal y despiadado. 

Si tienes menos de veinte años de edad debes haber escuchado algunas historias “sobre el terrorismo“ pero ninguna se asemeja a lo que realmente se sucedió. Derrotar a las fuerzas violentistas nos tomó casi veinte años, pero aún no hemos podido erradicar absolutamente su presencia. Muchas de las causas que originaron aquel enfrentamiento aún existen. Tal vez las principales sean la discriminación, la intolerancia y la indiferencia. Leer más

Perú: Situación de la Consulta Previa

A Book, a Website, and an iPhone App

*  LIFE IS NOT "BLACK AND WHITE":  We know that there are many good reasons to buy foods that are labeled "organic" and coffee or chocolate that are labeled "fair trade."  But it's not a black-and-white issue.  At times it's most appropriate to choose foods that don't contain these labels.  The question is, "What are my options?"  "How can I challenge myself to make socially responsible choices?"

BOOK:  The Better World SHOPPING GUIDE (#4) by Ellis Jones ($10) is a handy little book which helps us to be able to make socially responsible choices when we shop.  Twenty years of data from a wide range of sources is used to grade companies and products, with grades ranging from A+ to F, on the basis of 5 issues:
HUMAN RIGHTS:  sweatshops, third world community exploitation, unión-busting, etc.
THE ENVIRONMENT:  global warming, toxic waste dumping, eco-innovations, etc.
ANIMAL PROTECTION:  humane treatment, animal testing, factory farming, etc.
COMMUNITY INVOLVEMENT:  family farms, nonprofit alliances, political corruption, etc.
SOCIAL JUSTICE:  unethical business practices, discrimination, harassment, etc.
The ratings are almost guaranteed at times to surprise you, especially when you discover that your favorite coffee, chocolate, or (fill in the blank) has a much different score than what you would have expected.

Perú: Minería Ilegal

Cuando hablamos de minería ilegal nos referimos a aquella que utiliza “equipo y/o maquinaria que no corresponde a las características de PPM [pequeña producción minera] o PMA [pequeña minería artesanal]; o que no cumple con las exigencias de carácter administrativo, técnico, social y medioambiental; o que se realiza en zonas donde no está permitida la actividad". 

La llamada minería ilegal es fundamentalmente minería de oro. En costa y sierra (especialmente el sur andino) explota filones (por eso se le llama minería filoneana) tanto en socavón como a tajo abierto. En la Amazonía trabaja en los cauces de los ríos, por eso se le conoce también como minería aluvial.

Justicia Ambiental contra la Mercantilización de la Vida

En vísperas de la Fiesta de Nuestra Señora de Aparecida, patrona de Brasi, se reunireron por tercera vez 26 agentes Pastorales (indígenas, campesinos, religiosos y religiosas Franciscanos de 3 países amazónicos, Brasil, Colombia y Perú) en seguimiento a los encuentros anteriores como Iglesia Misionera, buscando caminos nuevos de diálogo sincero que motiven a la acción por preservar la Amazonía, don de Dios para la humanidad.
